What happens when you submit a ticket? Your ticket goes to the IT person assigned to your campus. Then if they are not able to fix your issue the ticket is escalated to District IT personnel.

Try a different web site. It might be that the web site you are seeking is "down" for some reason.
Normally a virus will scan a computer for valid email addresses including the host's email.
It then uses these email addresses as targets as well as using these emails as valid "from's" since these people might know each other and trust each other.
